A spokesman for the Police Federation, Steve Evans, told Today: “The sheer scale of it is huge. Police resources are stretched almost to breaking point, so if we started trying to investigate every instance of stupidity within Twitter, then we would be really pushed.”

The body representing Britain’s chief police officers has rejected calls for new laws to govern how the police deal with the abuse of Twitter, saying that problems may eventually be resolved by the microblogging website itself.

The intervention by the Association of Chief Police Officers (Acpo) comes amid a debate over the policing of Twitter following a number of recent cases, including the arrest of a teenager in connection with tweets directed at Olympic diver Tom Daley and the jailing of a student for inciting racial hatred by tweeting about the footballer Fabrice Muamba.

Stuart Hyde, the chief constable of Cumbria, who speaks on e-crime for Acpo, said that it was right for police to intervene where individuals’ lives were being made a misery by Twitter “trolls”, but insisted that it was important for forces to take a “common sense” approach.

Asked if new laws were needed, Hyde told BBC Radio 4′s Today programme: “No, I think we have got quite a lot of legislation, dating back to the Malicious Communications Acts of 1998 and 2003. There is a lot there that helps us and gives us the power to do stuff.

Awesome Stereoscopic 3-D GIFs From 1930s Paris

hotographer Alexis Isaac was passing by a second-hand store in Paris when he saw a collection of stereoscopic glass plates. Isaac was intrigued by the camera that captured the images, a type of viewer that took transparent film instead of paper. The combination of the stereograph and the glass plates creates a startling 3-D effect, bringing the ever romantic vintage Paris back to life. While some 3-D animated moments are a bit hokey, these captivating photos of the French countryside have absolutely stolen our hearts.

Why Google Bought A Company That Helps Musicians Get Paid

Google has bought RightsFlow, a company that helps musicians track and manage copyrights on their songs so they can get paid. The YouTube blog portrayed this as an act of solidarity with musicians and rights-holders, talking about YouTube’s “longstanding commitment to solving the really tough challenges around online copyright” and “support of the creative community.”

That’s nice talk, but we suspect the real reason is more hard-nosed than thThat’s nice talk, but we suspect the real reason is more hard-nosed than that. Earlier this summer, Google settled a longstanding lawsuit with a group of music publishers who were upset that amateurs were using songs in YouTube videos without paying for them.

As part of that settlement, Google said it would help copyright holders identify their songs on YouTube so they could get paid for them. Google already had the identification technology — it’s called ContentID. But that’s not as good as stopping violations BEFORE they start. That’s exactly what RightsFlow does. Musicians who want to use or cover a song pay a one-time fee of $15 per song. RightsFlow makes sure that money flows back to the right people.

From the other end, if a content owner discovers a violation, RightsFlow can help Google track down all the owners of all the rights to that song. That can be very complicated, as songwriters, publishers, performing musicians, and record labels might get a cut. RightsFlow has all that information in its databases.

So, buying RightsFlow helps Google make sure that amateurs can keep using music on YouTube by licensing it, which makes YouTube better. And it makes sure that the big publishers get paid so they don’t sue again or withhold content from Google Music or other services.

A smart move all around
